STATEN ISLAND, N.Y. — Authorities allege that they seized three crack pipes from a 52-year old man after he brazenly ripped a chain off the neck of a 16-year-old boy during daylight hours in Prince’s Bay.

“I got a crack pipe on me,” the criminal complaint quotes Sedric McNeil, 52, of Central Avenue, as saying to police inside the 123rd Precinct stationhouse in Tottenville after he was arrested on May 28.

McNeil snatched a chain valued at about $400 from the neck of the teen whom he did not know on May 28 around 6 p.m. in the vicinity of Bayview Avenue and Hylan Boulevard, the complaint alleges.

When McNeil was being placed under arrest, officers allege they recovered a glass pipe with residue of crack cocaine in the upper-right pocket of the suspect’s jacket.

About two hours later, around 8 p.m., inside the 123rd Precinct stationhouse, police found two glass pipes containing residue of crack cocaine inside the defendant’s shopping bag, the complaint alleges.

McNeil has been charged with grand larceny, petit larceny, criminal possession of stolen property, criminal possession of a controlled substance and harassment.

The defendant is being held at Rikers Island in lieu of bond set at $15,000/$5,000 cash. McNeil is due back in Criminal Court on June 16, according to public records.

An attorney for the defendant did not immediately respond to a request for comment.

McNeil was previously accused of stealing five times in February from the T.J. Maxx store at 1509 Forest Ave. in Port Richmond.

Officers allegedly recovered a glass pipe with brown residue of cocaine from McNeil on March 1 around 8:35 p.m. on Vreeland Avenue; he was formally arrested less than two hours later at the 121st Precinct stationhouse in Graniteville, police say.

The criminal complaint in that case alleges that McNeil’s shoplifting spree began on the night of Feb. 3 at 9:19 p.m. He allegedly struck twice on Feb. 5, first at about 1:20 p.m. in the afternoon and then returned to the store for an encore that evening at 5:15 p.m. He is accused of additional heists on the evening of Feb. 20 at about 5:20 p.m. and the afternoon of Feb. 28 at about 1:50 p.m.

Authorities allege that in each instance, McNeil snatched multiple items of clothing before walking past the registers and exiting the store without paying. His alleged crimes were observed on live video surveillance on four occasions, police said.

The T.J. Maxx case is winding its way through Criminal Court, according to public records.
